Website link is provided here and it can be clicked directly on this Google AdSense community thread. It seems like this website has been rejected by Google AdSense more than 13 times as what this person was asking.
There are 45 indexed posts showing on Google Search Results. So there is nothing wrong about the number of posts or the indexing status that could resulted to "Google-served ads on screens without publisher content".
However, when you look through the content inside this financial website. You can see most of them are quite common and they can be found easily on other websites. These contents include but not limited to :
- What Is a Value Stock?
- Growth Stock, meaning and example.
- What Is a Stock?
- WHAT IS A FRANCHISE? etc.

I have been repeatably told you all to write ORIGINAL & UNIQUE content that doesn't appear in other website in order to have higher chance to be approved by Google AdSense. Just look at the titles above, they are belong to a very common financial content and there have been many credible website sharing the information (the meaning) of these financial term already. So why should anyone looking for a common content that has been published by many websites.
Apart from that, this person plagiarised content from other websites or sources just like what Gracey, a Google AdSense Platinum Product Expert stated here. You may compared the content on this website and other websites to determine the severity of plagiarism.
There are no Original & Unique content on this website at all, most of the content here have been stolen from other credible websites. That's why Google AdSense didn't approve this website to be monetized by displaying Google AdSense ads.
If you want to copy content from other website, regardless of any intention, you can do so but copy them at your own peril. Don't blame anyone or claim that Google AdSense is a scam just because they reject your website with such severe policy violation - stealing content.
