Basis of Valuable Inventory : No Content issue
Getting rejection on your website monetization review application from Google AdSense is harsh to face, especially when Google AdSense mentioned there are some issues on your site you have to fix first, which means you have to fix and settle some policy violations on your site.
Policy violations, what a thing everyone hate to see them but they will still come out when you applying your site to Google AdSense. Even though you check and inspect every single page and posts on your website, these policy violations might still exists and haunt you down again and again after submitting the review repeatedly.
If you refer to those questions asked in Google AdSense community, there are many people asking why Google AdSense reject their websites as well as their review application. Sometimes AdSense only mentioned about policy violations, and sometimes AdSense could give failed applicants specific reason(s) on why their websites are rejected.
Most of the questions asked in this community is about Valuable Inventory : Low Value Content, which is not the topic to discuss here. But many new beginners on blogging or those without experience in applying Google AdSense have higher chance to ask about Valuable Inventory : No Content issue.

My experience on AdSense's No Content issue
Including the blog you are reading right now, I currently have 4 Google-AdSense approved blogging websites. Most of them faced with this policy violations, Valuable Inventory : No Content, except for my first blog.
My first blog was rejected by Google AdSense with general policy violations, nothing clear were mentioned in those replies AdSense had gave me for multiple times. They didn't even mentioned what was wrong with my website and nothing fix my problem after few attempts.
But I still managed to get AdSense approval for this blog when I changed to a new AdSense account.
For the rest of my blogging websites, Jaxx Invest, Foolly Foodie and WindyClover, all faced with Valuable Inventory : No Content issue.You can see all the evidence in following images:
With Google AdSense's ads showing on this blog and on the rest of these blogs, this means I solved No Content issue completely and I will show you the reasons why AdSense reject a site with No Content policy.
Besides, I will show you the complete way to fix Valuable Inventory : No Content policy issue with my personal experience.
Why your are rejected with No Content issue
As someone who had read through many kind of questions in Google AdSense community, these are few reasons why a website might being rejected by Google AdSense with Valuable Inventory : No Content.
1. Online Tools Site
Online tools site, a convenient place to perform some essential task with just few clicking or typing. Example of online tools site including, online notepad, convert XXX to XXX, YouTube video to Mp3 or Mp4 etc.
Yes, you may get Google AdSense approval for these kind of online tools website due to potential high daily traffic it can receive from users all around the world.
However, this is not the case anymore as online tool websites become harder to get Google AdSense approval recently. Probably, most online tool websites will be kept rejected by AdSense with No Content issue.
The main reason Google AdSense reject online tool websites now is : There is no TEXTUAL content in these site.
2. Lack of Textual Content
Recently, AdSense is much emphasize on giving approval to a website or blog with dozens of high quality, original content posts on the site with no serious navigation issue. These content have to be textual and long, maybe above 800 words (based on my experience).
It is quite bored and not reader-friendly when you a dozen of posts with full textual content. Who wants to read a website full of texts without any images or videos within paragraphs? Therefore, adding some colorful and interesting visual content or image not only make your posts become better, but also increase the chance for a website to get Google AdSense approval.
It is good to provide visual content, but don't add it to much into a post until it becomes a full visual content post. To put it simply, don't create a posts with so many images but no or little words inside the post. This is not a textual content that Google AdSense want.
If you ask me what is the best ratio between Textual content and visual content, my suggestion here is 7 to 3. You may adjust it to 8 to 2 or 6 to 4 as long as visual content's composition is at most 60%.
3. Not Enough Content
After reading the 2 points above, you might wonder how many posts you should write so you can hit the minimum requirement on the number of posts to be eligible for Google AdSense approval. For the specific details of the minimum number of posts, you may check my post about it in following link.

From that post, my 2nd blog, Jaxx Invest, has only 5 indexed posts when I submitted my first Google AdSense review application on 31st March 2021. After a week, I was rejected with Valuable Inventory : No Content and Valuable Inventory : Under Construction.
So 5 posts are not enough for me to get Google AdSense approval for my blogging website, even though these content are long with over 800 words per post, not to mention I add tons of images and visual aids there.
I will show you the range of number of posts to fix Valuable Inventory : No Content policy issue in later part.
However, if you fail to do this, your website or blog will still be rejected by Google AdSense regardless of how many content or posts you write and publish on your site, whether it is 100 posts or 1000 posts.
The action you have to do is : Index these posts
4. Lack of Indexed content
Many people fails to mention about Indexing issues when it comes to Valuable Inventory : No Content, but it is actually a very important part to completely fix No content issue.
This issue often happens on new websites that setup for less than few months or just freshly created. It took times for Google to recognize and decide whether to index your content or not, so be patient if you are still new in this stage.
All you have to do is submit your posts' links and update your sitemap regularly through Google Search Console, in order for Google to crawl and index your content. I'm not going to talk how to setup Google Search Console in details while there are so many tutorials outside.
Besides, you should ensure the status of these posts are "Submitted and Indexed". Those posts that have the status of "Server Error (5xx)" , "Discovered - Currently Not Indexed" and "Crawled - Currently Not Indexed" will not be considered by Google AdSense when they review your website, both technically and manually.

How to fix Valuable Inventory : No Content
- Publish textual content only
- Publish more content than what you have at the moment AdSense rejected your site
- Publish at least 15 to 20 Posts (minimum number of posts to be eligible for Google AdSense approval)
- Make sure your content is high quality, informative, original, well written with very little grammatical error.
