Questioner here is a good user in raising question in Google AdSense Community too just like the person in Case Study 1, both of them provided the full basic details of what was wrong with their website, including the website URLs and the specific policy violations they met when Google AdSense rejected their website.
All users who answer the questions raised in Google AdSense Community are all normal people like you and me, no one is worked under Google or Google AdSense department. Therefore proving full details with the website link is essential, or else how these users and product experts can answer your question.
Based on the description, this person said that Google AdSense detected one policy violation on its website, which was Google-served ads on screens without publisher-content, and it was the cause of why this website was not approved by Google AdSense.

When I checked these websites in Google AdSense Community post, one of the first few things I will do is to check the number of indexed posts on their website. Based on the result I searched using "site:website.com", it showed that this website has 4 indexed posts and pages only.

4 indexed posts or pages are not enough to get Google AdSense approval for a website, you have to write more than the minimum number of posts on your website to have a chance for Google AdSense to approve it.

Case Study 2 - Website Analysis
I have mentioned in most of my Google AdSense Tutorial, only websites that can provide dozens of high-quality content blog post are eligible to be approved by Google AdSense.
However, this WordPress website is a Christmas Tree, Garlands and Decoration Product selling website with over 20 kinds of different products. Basically each product page is only with few product images, product name and the option to add the Christmas decorations for France buyers.
This Christmas-Product-Selling WordPress website has a blog page, but there is nothing inside.
Cause of Google-served ads on screen without publisher content - No Content Issue
This WordPress website is just a Christmas decoration products selling website, instead of high-quality textual content site. Providing a basic information of Christmas decoration products is not a content at all.
Not to mention nothing was written in this website's blog page. Therefore, Google AdSense rejected this website with Google-served ads on screen without publisher-content.
Cause of Google-served ads on screen without publisher content - Indexing Issue
As what I have stated just now, this website has only 4 indexed posts or pages according to the search results using Google chrome.
It should publish at least 15 to 20 blog posts before submitting another review request to Google AdSense. These blog posts not only have to include high-quality textual content, also they have to be crawled and indexed by Google through URL submission using Google Search Console.
How to fix Google-served ads on screen without publisher-content?
- Write and Publish at least 15 to 20 blog posts.
- Make sure the published content are all high-quality content that are informative, useful, unique and original from Google AdSense perspective.
- Only write textual content with at least 800 words per post.
- Ensure these content are crawled and indexed by Google through URL submission in Google Search Console.
